PennDOT identified a need to improve the level of safety along the Route 41 corridor in Lancaster County as recent development created the need for turn lanes at several existing intersections. In addition, Route 41 is the major route for truck traffic between Central Pennsylvania and the Port of Wilmington. As a result, the Average Daily Traffic for Route 41 consist of 20% trucks. The trucks have had a difficult reaction time to stop in the through lanes and have caused this area to become a high accident area. Also, grades on sections of the road made it difficult for trucks to maintain their speed. Therefore, it was determined that a Truck Climbing lane was also necessary.
TPD performed a Safety and Mobility Initiative (SAMI) study to determine the extent of the required improvements. TPD determined that both left turn lanes and truck climbing lanes were required throughout the corridor.
TPD then preceded to design the improvements along Route 41 in accordance with the approved SAMI study. In April of 1998, Sadsbury Township decided to realign Newport Avenue to make a four way intersection with Pine Creek Drive. TPD prepared a preliminary plan that was approved by both PennDOT and the Township.
TPD is responsible for the following roadway plans for construction of the truck climbing lane and the center left turn lanes along the Route 41 corridor:
