Congested conditions exist along the Rising Sun and Adam’s Avenues corridors in Northeast Philadelphia. The source of this congestion is the lack of separate left turn lanes on the major road at some of the intersections along the corridor and poor progression from one signalized intersection to the next. Previous attempts at solving the problems at the intersection of Rising Sun Avenue and Adams Avenue have failed due to lack of community support and an inability to obtain right-of-way.

On-going development in the area, including the recent construction of the 700,000 square foot Northeast Tower Center, has led to a worsening of traffic conditions. TPD was hired to develop a buildable solution to these problems. Not only did TPD develop a buildable solution, but did so ahead of schedule. Originally given 16 weeks after the completion of the survey to develop the Step 9 plans, TPD instead completed the work in four weeks in order to expedite the project.

TPD evaluated the existing and projected "No-Build" conditions along the corridor and identified the need for left turn lanes on two approaches at the intersection of Rising Sun Avenue and Adams Avenue. TPD developed highway and signal plans for these improvements that included a northbound advance left turn signal phase along Rising Sun Avenue. To complement the improvements at this one intersection, TPD identified the need to continue the coordinated signal system along both roadways. TPD recommended the installation of a fiber-optic closed loop signal system to coordinate the signals along both roads in order to maximize capacity. As a result of this innovative approach, overall construction costs were reduced over previous proposals and a buildable alternative was developed as right-of-way will only be required from one property.

For this project, TPD was responsible for the following tasks:

  • Project management
  • Data collection for traffic and eight hour truck counts
  • Preparation of the line and grade
  • Preparation of drainage, erosion and sedimentation control plans
  • Preparation of preliminary and final maintenance & protection of traffic (MPT) plans
  • Step 9 Plans and final PS&E
  • Pavement marking plan, signing plan, and pavement design
  • Signal plans for four intersections
  • Typical sections, driveway profiles, and capacity analysis
  • Cost estimate roadway design plan
  • Coordination with PennDOT, City, and Local Officials
