Transportation Engineering Firm Adds Vice President

Traffic Planning and Design, Inc. (TPD), a 2002 CE News magazine 50 Best Engineering Firm to Work For, announces the addition of Gregory J. Lebo, P.E. as Vice President. Greg possesses over 20 years experience in transportation engineering including successfully managing contracts for the Pennsylvania Turnpike Commission and PennDOT.

Greg joins an already experienced group in TPD's Lehigh Valley office, consisting of three former PennDOT employees with over 100 years of combined experienced in all aspects of transportation planning, design, and construction. Greg's abilities as a project manager will enable him to immediately lead members of TPD's Highway Design, Structural (Bridge) Design, and Regional Planning Teams, coordinating their efforts to provide unmatched service to the firm's customers throughout Pennsylvania, New Jersey, Delaware, and Maryland.

Greg’s professional affiliations include the American Society of Civil Engineer (ASCE), American Society of Highway Engineers (ASHE), and Institute of Transportation Engineers (ITE). He earned a Bachelor’s Degree in Civil Engineering from the Pennsylvania State University.

Originally from Reading, PA, Greg now makes his home in Telford, PA along with his wife and two children, a daughter and a son. In his free time, he serves on the Board of Directors of the Eastern Pennsylvania Youth Soccer Association (EPYSA).

Traffic Firm Recognized For Multiple Roadway Safety Designs

Traffic Planning and Design, Inc. (TPD), a local Transportation Engineering firm, received several project awards recognizing the company’s safe and efficient highway design projects. The awards recognize a primary focus on public safety while designing innovative and cost-effective traffic solutions.

PennDOT District 8-0, representing Central Pennsylvania, nominated TPD for a 2002 Pennsylvania Partnership for Highway Quality Award for TPD’s work as Prime Traffic Consultant on final design of safety improvements to State Route 41, Section 002 in Sadsbury Township, a notoriously dangerous stretch of highway in Lancaster County. Construction of New Center Turn Lanes and Left Turn Lanes was completed in Spring 2001.

The Pennsylvania State Association of Township Supervisors (PSATS), PennDOT, and the Pennsylvania Highway Information Association (PHIA) recognized TPD as “2nd Runner Up” for the Road and Bridge Safety Improvement Award at the PSATS 20th Annual Safety Awards last April. The “job well done” for the Ship and Swedesford Road Intersection and Structure Design Project included structural design, traffic signal design, intersection improvements, and highway widening and realignments that “resulted in well-documented safety improvements.” The American Society of Highway Engineers (ASHE) Delaware Valley Section also recognized TPD for work on this project. The project received Honorable Mention for ASHE’s Project of the Year.

Highway Funding Approved

An ongoing campaign by the American Council of Engineering Companies (ACEC) and its "citizen lobbyists" to increase highway funding has paid off. The President signed the Fiscal Year (FY) 2002 Supplemental Appropriations Bill that sets a minimum level of $27.7 billion for highway funding, effectively protecting the funding level authorized for 2003 in the Transportation Equity Act of the 21st Century (TEA-21).

With this minimum amount firmly established, the Senate Appropriations Committee, in a separate action, voted unanimously to boost highway funding further. The FY 2003 Transportation Appropriations Bill, S. 2808, which provides nearly $32 billion in highway spending, will be considered by the full Senate after the summer recess. Recent Recognition

TPD is gaining national, state, and local recognition as a top civil engineering firm and a leader in the transportation engineering industry. TPD strives to provide an excellent working environment for employees and exceptional services for clients. Recent recognition in several categories proves TPD is succeeding in our quest.

TPD is one of CE News' 2002 Best Civil Engineering Firms at which to Work. The entrance stipulations in this national competition are only 1) at least fifty percent of the company's work must be traditional, consulting engineering 2) a registered P.E. must be the officer or owner of the company and 3) the company must have at least 10 employees. TPD was recognized by the Wharton Small Business Development Center, as we were included for the fifth consecutive time on the Philadelphia 100. The list is a compilation of the 100 fastest growing privately held firms in the Philadelphia region. TPD is one of a small group of firms to make the list for five consecutive years out of hundreds of nominations received each year.

TPD was recognized for our exceptional and innovative transportation services. Governor Mark Schweiker presented TPD with a 2002 Governor's Award for Environmental Excellence in September for our work on Trammell Crow's Atwater project located in East Whiteland and Treddyffrin Townships. Our recognition stems from our involvement in transforming a brownfield site, an abandoned quarry facility, into one of the largest corporate centers in Pennsylvania. An 80-acre limestone quarry will be transformed into a scenic lake and 60 acres of land will be preserved as open space for hiking, bird watching, and education programs. TPD provided a comprehensive traffic impact study concluding that widening and signalization on State Route 29 and slip ramps from the PA Turnpike to Atwater will eliminate 2.4 million vehicle miles of travel for Atwater employees and eliminate the use of 100,000 gallons of gasoline each year. The reuse of a former quarry site also eliminated the need to build another site, thus preserving more of Chester County's dwindling open space.

PennDOT continues to rely on TPD as the Highway Occupancy Permit (HOP) review experts. In 2002, TPD was selected for HOP Contracts in Districts 8-0 and 6-0. This District 6-0 Contract is our fourth with the Department and is larger than the previous contracts while the District 8-0 contract is the second with the Department. The new District 6-0 contract will run for 5 years,

TPD was selected as a subconsultant to provide transportation planning services for the Downingtown Comprehensive Plan Update. TPD will provide existing traffic conditions, an inventory of parking and multi-modal transportation facilities, information on funding opportunities, and identification of future transportation planning and study needs.

TPD will sub-consult on a contract with the Delaware River Port Authority (DRPA), providing traffic signal design and traffic control, maintenance and protection of traffic, and structural engineering services. DRPA manages work in Pennsylvania, as well as New Jersey. The DRPA was recently selected as the 2002 recipient of the Council of Engineering Companies / Pennsylvania (CEC/PA) Client of Distinction Award for its excellent rapport with the engineering community.

Blood Drive

TPD employees and local community members participated in another TPD sponsored blood drive on September 18, 2002. Altogether, 18 pints of blood were donated.

The event is organized once a year.

Project Updates:

District 8-0 HOP Contract Awarded

TPD was selected as the prime consultant by PennDOT Engineering District 8-0 (Dauphin, Lebanon, Perry, Cumberland, Lancaster, York, Adams, and Franklin Counties) for the second consecutive time, for the 3-year, 1.5 million Open End Highway Occupancy Permit (HOP) Review Assistance contract.

Additional projects TPD has recently been selected for include:
· PennDOT District 6-0 Three Bridge Replacement contract
· PennDOT District 9-0's McAlevy's Fort Corridor Improvement project (subconsultant)
· Lancaster Avenue (14 intersection) Traffic Signal Modernization project for the Philadelphia Streets Department
· Lafayette Street Corridor Extension for the Montgomery County Planning Commission (subconsultant)
· SEPTA's Route 52 Transit First project (subconsultant)

Project Awards

TPD received Honorable Mention from ASHE Delaware Valley Project of the Year and 3rd Place Finish out of 17 entries for PSATS Road and Bridge Safety Improvement Award for the Ship Road and Swedesford Road Intersection Project.

Route 41, Section 002 was nominated for a PA Quality Initiative Safety award by PennDOT District 8-0 at the APC convention.

Bring Your Child to Work Day - 2002

For the fourth consecutive year, TPD celebrated National "Bring Your Child To Work Day". TPD annually celebrates the event every April to give the children insight to their parent's involvement at TPD and introduce them to aspects of transportation engineering.

While the main purpose of the event is for TPD's employees to bring their children to work and show them what they do, the company takes the spirit of the event a step further by planning events and activities designed to entertain and educate the children. Activities for the day included the children designing and building of a scale model highway using methods and materials actually used in the construction of highways.

Prior to construction the children viewed a presentation on how the roadways surrounding a local shopping center were planned, designed, and built. The presentation incorporated actual plans and computer technology used in the design of the site. They also viewed a video on highway construction.

These types of activities are nothing new for TPD as we celebrate our fourth year of observing the annual "Bring Your Child To Work Day". Past activities TPD has incorporated into the program include the construction of a scale model bridge and a discussion of how, and why traffic signals work, to name a few.

TPD views this program as an important activity for is employees and their children. This day gives the employees a chance to show their children the important work they perform for TPD and the community.

Andrew Stasek, P.L.S.
Quality Control Manager
for Design Services


Andy joins TPD after 40 years with PennDOT, during which time he held the position of Assistant Construction Engineer, managing the construction of major projects such as the $550 million, 32-mile I-78 project through the Lehigh Valley. Extensive field experience, thorough knowledge of construction techniques, and a wide range of industry contacts make Andy an invaluable asset for TPD's customers and a highly-qualified mentor for the 30 members of TPD's Highway and Structures Design staff.

As TPD's Quality Control Manager for Design Services, Andy will play a key role in the continuous improvement of TPD's systemic and thorough approach toward design process management, including value engineering and services during construction, to ensure successful projects for our customers.
